This fault has been identified as a faulty amplifier card near Luebeck, Northern Germany. A restart of the card did not solve the issue and our long-haul fibre operator has arranged for a replacement unit. This replacement card is currently expected to arrive by around 01:00 UTC.
We will provide further updates as this issue progresses.
